Provincial Manager, North Kalimantan
Project Overview And Role
Indonesia's Vision 2045 sets the goal for Indonesia to transition from a resource-based economy towards an advanced service, technology, and knowledge-based economy by the centenary of its independence (2045). The 2025-2045 National Long Term Development Plan emphasises the urgency of Indonesia's human resource development to fully realise 2045 goals.
Faced however with persistent low student performance that is emblematic of a learning crisis, significant improvement in student learning will be required to reach Indonesia's 2045 goals. Government of Indonesia (GoI) has started an ambitious program of education reforms. Successive education ministers have set out to modernise the education system through reforming the national curriculum and teaching and assessment approaches, to produce citizens with strong foundational skills, open minds, and inclusive values.
Australia is a long-term supporter of the Indonesian basic education sector, with continuous investments supporting education quality improvements for the past two decades, including through the INOVASI program (Phase 1 2016-2020; Phase 2 2020-2023) that focused on supporting acquisition of literacy and numeracy foundational skills in early grades classrooms; exploring local problems and solutions; and generating evidence to inform government policy development and practices.
This third phase of INOVASI (2024-2027) builds upon the existing program's approach and lessons learned and takes the focus on the development of foundational skills through to the end of the primary grades. Phase 3 will engage with priority issues of Australia's development policy: gender equality, effective inclusion of children with a disability, responses to the climate change challenge in education. It will focus on the challenge of policy implementation and the gaps that exist between national policies and practices at district and school levels, and use the well attested-success of INOVASI's local problem-based approach to continuously support policy development for effective fit between policy and implementation context.

Primary Duties And Responsibilities
The Provincial Manager will lead and provide overall coordination, facilitation and management of the operational aspects of INOVASI's program at the provincial, district, school and community levels. In coordination with other technical Managers and Leads in Jakarta, the Provincial Manager will also provide technical leadership to develop and implement a program within the overall technical framework of INOVASI but unique to the local conditions, constraints, needs and opportunities of each province. This position is based at the provincial level and is primarily responsible for engagement with government and key education stakeholders at the provincial and district levels as part of establishing and strengthening regional education ecosystems.
Duties: Under the direction of Deputy Program Director Education Ecosystems and Subnational Management, the Provincial Manager will:

  • Develop provincial and district level work plans and, upon approval, manage and support implementation and monitoring of activity, ensuring support to provincial and district education ecosystems and promoting education transformation.
  • Liaise and ensure coordination with INOVASI Deputy Program Director - Development Priorities and Deputy Program Director - Education Policy and Performance and Learning, as well as the INOVASI national technical Managers and Leads for all provincial activities related to GEDSI, Climate Change, MERL, Comms and Policy,
  • Engage and maintain positive and effective working relationships with key officials and policy makers at the provincial, district, and sub-district levels; practitioners at school and community levels; and with intermediaries such as school foundations, NGOs, and other members of the education community;
  • Understand the key operational challenges of the program at the provincial level and apply this understanding to ensure the development and implementation of a context-appropriate strategy in engaging with the province and district stakeholders;
  • Develop and manage the implementation of annual Provincial Work Plans, including Provincial Program Activity Concepts which detail the requirements and assignment of personnel, time schedules, materials and funds to perform the requisite Provincial activities;
  • Engage and support the governance structure at the national and provincial and district levels, including local steering and technical committees responsible for governance of the Program, and ensuring implementation of agreements between the provincial and district levels;
  • Influence government processes in planning and budgeting (APBD and other funding sources) to improve learning at the provincial level, including contributing to the drafting of relevant decrees and agreements for Program governance and preparation for governance and planning meetings at the district level;
  • Provide operational management support to the technical and financial personnel assigned to the provincial office
  • Manage the operations team at the provincial level and ensure operational support is provided to events and activities implemented at the provincial level. Ensure operational procedures at the provincial level are in line with INOVASI Operations Manual and Guidelines;
  • Liaise with the Head of Operations for all operational needs at the provincial level and provide feedback on how to ensure provincial operational support and resources are adequate and effective;
  • Supervise the provincial team, including district personnel, and ensure the provincial and distrct staff engagement with district education authorities and district stakeholders is in line with INOVASI strategy, priorities and direction;
  • Establish and maintain regular communications and effective working relations with relevant units within INOVASI;
  • Provide regular information, feedback and reports on implementation progress, issues and achievements of program activities and the engagement of provincial and district level stakeholders;
  • Contribute to discussions related to the strategic direction of the program;
  • Ensure all program activities are managed in accordance with applicable contracts and Palladium Group policies and procedures as well as in accordance with GOI policies and regulations;
  • Other duties as may reasonably be required by the Deputy Program Director Education Ecosystems and Subnational Management, or his/her delegate, consistent with the incumbent's qualifications and experience
Required Qualifications
The Provincial Manager will possess the following qualifications and experience:
  • Bachelor Degree (S1) in relevant field, preferably in basic education;
  • At least 7 years of demonstrated successful experiences in managing and implementing decentralized education, or social services-oriented programs in rural and remote/under-served areas in Indonesia;
  • Ability to provide leadership and guidance to a multi-disciplinary team and provide leadership to a complex program of work to produce measurable outcomes;
  • Strong understanding of and experience working with the Government of Indonesia's policy on decentralization at the sub-national level, including planning and budgeting systems;
  • Strong knowledge of current education policy environment in Indonesia. Strong networks and relationships across MoECRT, MoRA and Bappenas an advantage;
  • Working experience in the designated province and strong network and knowledge across education sector in the designated province is an advantage;
  • High-level strategic thinking and analysis skills, excellent written and verbal communication in Indonesian and English and excellent interpersonal skills and ability to work independently and as part of a team in a multi-cultural environment;
  • Demonstrated ability to prioritize tasks, make decisions, manage time and complete projects in a fast-paced, changing environment with minimal supervision.
  • Demonstrated ability to seize opportunities and work collaboratively with other teams to achieve shared goals.
  • High degree of professionalism and sensitivity to confidential matters;
  • Experience in a donor environment and knowledge of the Australian Government's aid program in Indonesia would be an advantage.
  • Demonstrated ability to conduct and manage dialogue among policy makers, practitioners and intermediaries;
  • Highly organized with excellent attention to detail;
  • Strong motivational skills for engaging both team members and program stakeholders;
  • Computer literate, especially MS Word, MS Excel, MS PowerPoint;
  • Excellent written and verbal communication skills in Bahasa Indonesia, fluency in English as a working language;
