Job Description

Position Title : PapuaProject Manager

Reports to: Executive Director

Supervisory Role: Papua PMU Staffs (i.g : Project Coordinator)

Location: Papua Barat Daya (Tambrauw)

Status/ Type of Contract: Full Time (Contract)

Duration: Initial 6 Months contract, extendable based on performance review, organizational needs, and budget availability.

About Alam Sehat Lestari (ASRI)

Alam Sehat Lestari (ASRI) is a non-governmental organization dedicated to promoting sustainable health and environmental practices in Indonesia. ASRI works to conserve the biodiversity of tropical rainforests by meeting the health and economic needs of surrounding communities. Since 2007, ASRI has worked near Gunung Palung National Park (GPNP), a 108,000-hectare rain forest in western Borneo that is home to 5-10% of the world's remaining orangutans and a watershed for 60,000 people. The ASRI Clinic discounted health care to local communities in exchange for commitments to forest conservation. ASRI is a world-renowned organization recognized with multiple awards globally and within Indonesia including the Kalpataru Award. Our integrated work with human health and conservation has brought about a dramatic decline in logging. In 2018, ASRI expanded to a second site: Bukit Baka Bukit Raya National Park (BBBRNP), a 181,090-hectare rainforest in central Borneo, critical for orangutan reintroduction.

Considering the importance of scaling up the effort to conserve the biodiversity of tropical rainforests to combat climate change and promote the community's health, ASRI will bring its successful planetary health model to Southwest Papua. ASRI aims to integrate health, conservation, and sustainable development to improve the well-being of local communities while preserving the region's rich biodiversity.

Tanah Papua Project

In 2024, ASRI will expand the Planetary Health program in potential areas near the National Park/conservation forests in Indonesia. ASRI will conduct the baseline survey in Tambrauw, Southwest Papua using the gold standard survey form from Health In Harmony in collaboration with the Malagasy National Institute of Statistics (INSTAT). In addition to the standard survey tools provided by the above-mentioned, ASRI also has conducted a series of preliminary activities in Papua, such as Radical Listening, as the core approach of ASRI, to listen to the communities; as well as an initial assessment to understand the local context of possible program interventions in Papua. ASRI has maintained close collaboration with government entities, both at the central level in Jakarta and within the local government in Southwest Papua.

The initial project in Tambrauw will have 2 main objectives which are: (1) To obtain an overview of problems related to human and environmental health; and the factors that may affect them in places directly adjacent to the high conservation value area (Tambrauw regency), and (2) To develop programs based on health and environmental conservation as a basis for anticipating future ASRI's program and interventions.

Scope of Work

Position Purpose:

To lead and ensure all the Project's implementations output and operations components related to the project (HR, Administration, Finance) in Papua Barat Daya are achieved according to the organization's objective.

Main Responsibilities / Duties:

  1. Make proposals for activities that will be managed by the ASRI team, based on the previous results of assessments, including initial radical listening with the communities, 2021-2022 ASRI assessments, and other internal ASRI assessments.
  2. Develop project start-up plans in consultation with the Executive Director and in coordination with the Research, Monitoring, and Evaluation Manager.
  3. Monitor project initiation, develop detailed implementation plans and regular reports.
  4. Maintain and ensure smooth coordination and communication among all partners, as well as collaborate and contribute in project execution.
  5. Establish and implement Project monitoring and evaluation systems to provide regular information on progress towards objectives and assess the outputs, outcomes, and impacts of the Project.
  6. Lead the execution of program implementation and ensure that ASRI's technical and ethical standards are respected, as well as ensure objectives are achieved in line with ASRI standards and policies.
  7. Represent the project, as needed, at various relevant meetings and workshops.
  8. Be responsible for the proper application of HR policies and its associated processes in the project (recruitment, briefing/debriefing, assessment, staff training and development, and internal communication) to ensure appropriate team size and the quality of knowledge required for project activities are maintained.
  9. Be responsible for identifying proper planning, sizing, and coordination of all project-related financial and material resources required by the Executive Director. Oversee the annual project budget and ensure adequate control of financial indicators.
  10. Evaluate project performance and provide all required reporting on project planning, funds, monitoring, and evaluation as requested by the Executive Director and the ASRI National Office.

Occasional Significant Duties:

  1. Oversee consultants, who will be tasked with the design and implementation of the project in Papua.
  2. Assess candidates for all Project staff in Papua.
  3. Reside at the ASRI's project office in Papua Barat Daya
  4. Travel to all ASRI's project sites.
  5. Provide support and training to all staff in Papua's Project.
  6. Other tasks relevant to the core responsibilities and duties of this position, as assigned by the supervisor.

Outputs/ Key Deliverables:

  1. Submission of results proposal activities based on the previous results of assessments, including initial radical listening with the communities, 2021-2022 ASRI assessments, and other internal ASRI assessments.
  2. Submission of regular project startup implementation plans and progress report, and other reports as may be required by the direct supervisor and or national office.
  3. Good relationship among all partners/stakeholders.
  4. Program implementations are achieved as per approved work plan and results framework.

Decision making / other Authorities:

  1. Verifying and approving all transactions based on budget authority (as budget holder)
  2. Provide performance review to its subordinate and give recommendation for contract extension.
  3. Supervision and performance management of PMU Staff in Papua.
  4. Design Project Activities Planning
  5. Consult any strategic decisions on the Project with the Executive Director.

Key Selection Criteria

Selection Criteria:

  1. Willingness to live and work in Papua Barat Daya, and to travel within the region and Kalimantan Barat.
  2. Minimum bachelor's degree in social science, economic development, sociology, anthropology, health, environmental or conservation science or other relevant degree.
  3. Minimum 4 years of experience working in nonprofit organizations and a relevant experience of working in a project management capacity, covering administration, budgeting, financial reporting and contracting.
  4. Having proper knowledge and ability to synthesize program performance, analytical thinking, managing the project, and strategic decision making.
  5. Having experience working with wide range stakeholders, such as the high-level individual at the governmental offices up to local communities.
  6. Ability to collaborate with diverse stakeholders, including community members, government officials, and NGO partners.
  7. Strong communication and interpersonal skills, with the ability to work effectively in a cross-cultural environment.
  8. Proven technical knowledge and skills in areas as described in the Main Responsibilities / Duties of this position.
  9. Good in written and spoken English and Bahasa Indonesia.
  10. Proven ability to work effectively with Microsoft Office applications relevant to carry out this position.Proficiency in Excel, Word, and PowerPoint.
  11. Fluency in local languages is desirable.
  12. Not Smoking.
