The position We are seeking a Senior Technical Officer for Bersih Indonesia program in Kabupaten Malang, who is experienced in designing and managing waste management operations and organisations.

Bersih Indonesia is funded and led by Alliance to End Plastic Waste and supported by Indonesia Coordinating Ministry of Maritime Affairs and Investment to pioneer a self-sustaining and commercially viable system that could take the country significantly closer to its goal of achieving near-zero leakage by 2040.

The program aims to introduce waste management systems to communities who often have never experienced a waste system before.

This involves new material recovery facilities / MRF (Tempat Pengolahan Sampah Terpadu / TPST), transfer stations (Stasiun Pengalihan Antara / SPA), and door-to-door collection services.

This Officer’s role will be to execute a holistic approach to optimize the operations of a MRF, train and guide the UPT organisation (Unit Pelayanan Teknis) in rolling out MRF operations, and tracking performance, ultimately building the local government’s staff capacity to continue the systems operations for years to come.

The system we are building will be one of the largest of its kind, aiming to cover 2.6 million population living in Kabupaten Malang.

We need innovative thinkers to help accelerate the scale up of a waste system quickly. Responsibilities include : 1. Coordination - Assist Deputy of Waste Operations and Project Manager to carry out team coordination regularly - Contribute to activity / project reporting with project partners - Support Deputy of Waste Operations and Project Manager in work planning, progress tracking, task assignments, and issues escalations 2.

Design & Planning - Contribute to design and iteration o f waste processing system that includes determining optimal resource needs for inorganic waste sorting and baling, organic waste processing, and recyclable sales (example : worker needs, schedule, and operating costs) - Advise and provide input into Detailed Engineering Design (DED) for the program’s MRF construction - Develop equipment specifications and provide input into procurement strategies (examples : processing equipment, heavy machinery, safety items, etc.

Facilitate and support the Regency for technical aspect of permit process for waste infrastructure construction and operation by actively coordinating with the government team who helps directing and connecting with the relevant government institutions.

Provide technical assistance to UPTD in developing and improving SOPs for waste processing activities - Assist with waste service roll out planning to the target villages according to overall Bersih Indonesia project plan - Develop Terms of Reference (TOR) for time and resource sensitive activities to ensure allocation aligns with project timelines 3.

Capacity Building - Contribute to periodic technical review in close consultation with project partners, Deputy Waste Operations, and Project Manager to evaluate project performance as well as the key stakeholder’s performance.

Deliverables may include resource and capacity assessments. - Provide technical support to strengthen systems and structures that support the implementation of a large-scale waste processing system in Malang - Develop and provide training, including materials preparation, scheduling, and delivery of training for the operators and training of Trainers (ToT) - Assist project partners in providing regular coaching for UPTD and DLH, mitigating risks, and troubleshooting various technical MRF operations issues that might arise 4.

Analytical Works - Support team to perform problem solving and provide recommendations for best solution within MRF workstream and across entire program - Compile data and conduct quantitative analysis (example : Excel) to generate insights for the program 5.

Coordination and process facilitation - Support the Deputy Waste Operations and Program Manager in facilitating the communication and coordination among key government and non-government stakeholders during preparation and roll out of the waste collection service - Support the Deputy Waste Operations and Program Manager in cross workstreams collaboration by providing data on progress, efficiency, and effectiveness of the project implementation, and adjusting work plans as needed based on progress of other workstreams.

This feels one level above what this position is likely to do. Won't this officer implement a holistic approach for the operations of MRFs, iterate operating systems and future designs, .

softened to "execute" Isn't the system already designed? I would think this position will iterate. in actuality yes. but to be able to iterate, need to understand design process.

So the base skill is design. Who knows, in future there might be design needs considerations. SYSTEMIQ is looking for individuals with a strong record of excellence and achievement.

Specifically, you have : At least 5 years' experience , preferably in MRF operations (TPST or TPS3R). Engineering design and / or construction experience a plus At least a bachelor’s degree (S1) in environmental science or other engineering field.

Master’s degree a plus Experience working with regency government Ideally, have an established network with other waste operations professionals, especially in the ocean plastic or waste space (although not required) Willingness to be full time stationed in Malang, with some travel to Jakarta or other cities as needed Skills : Must be fluent in both Bahasa and English Exceptional systems thinking, problem solving, analytical and structuring skills Proficiency with Ms Excel.

Proficiency with other analytical tools is a plus High professionalism and ability to coordinate across different stakeholders, including government and private sector Ability in crisis communication Ability to multitask and work in fast-paced environment High level of autonomy and ability to deliver with minimal supervision Great organisational skills and attention to detail Collaborative approach and dedicated team player Agree with this.
