Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity
Consultant Trainer for the Trainingon Assessment of Resources, Needs and Opportunities for Sustainable Livelihoods and Enterprises in Coastal Areas
1. Introduction/Background
The purpose of the USAID Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity is to facilitate the organizational capacity development of regional fisheries organizations and conduct a regional Private Sector Engagement Landscape Assessment of the fisheries sector in Asia. RTI International is the implementing organization for SUFIA LCD Activity.
As part of the technical support that SUFIA LCD provides to CTI-CFF to strengthen technical capacities, a Training on “Assessment of Resources, Needs and Opportunities for Sustainable Livelihoods and Enterprises in Coastal Areas” will be organized. This capacity development activity will enable CTI-CFF member countries to improve their knowledge and skills in conducting assessments of resources, determining needs and opportunities for sustainable livelihood and enterprise development in targeted coastal areas, and have the opportunity to discuss how to address and act on them. The training process and proceedings will be documented for future reference by the working group.
SUFIA LCD will provide support in organizing this training and arrangement of related activities. The training process will be documented as a training report for future use by the partners.
This Statement of Work is for a Consultant Trainer who will serve as the technical trainer and resource person for the Training onAssessment of Resources, Needs and Opportunities for Sustainable Livelihoods and Enterprises in coastal areas.
2. Scope of Work
The Consultant Trainer (hereinafter referred to as the Consultant) will provide capacity development services to support SUFIA LCD’s on-going organizational capacity development work with CTI-CFF. Under the SUFIA LCD Project Manager’s direction, in coordination with the Organizational Development (OD) Consultant, the Consultant Trainer shall:
- Design a training event for CTI-CFF on “Assessment of Resources, Needs and Opportunities for Sustainable Livelihoods and Enterprises in Coastal Areas”.
- Conduct this training as an interactive Training online for participants over an estimated 8-hour period (one day or 2 half day sessions).
- Provide inputs during discussions and provide reflections.
- Develop a Training Report containing the Training agenda, session designs, presentation materials and other training materials used.
3. Period of Performance
The period of performance of this consultancy is between April to June 2022 (not to exceed a Level of Effort of 8 days). All work must be completed within this time frame. Any modifications or extensions shall be requested through RTI SUFIA LCD’s Project Manager for review and discussion.
4. Place of Performance
The Consultant shall perform the work remotely, and shall be required to meet the SUFIA LCD Team (PM and OD Consultant) and the Consultant Facilitator virtually for meetings during preparation, delivery and post-event. The Consultant should have their own computing, and virtual office and meeting facilities to perform the tasks.
5. Work Requirements
The Consultant shall be responsible for performing tasks related to Training on “Assessment of Resources, Needs and Opportunities for Sustainable Livelihoods and Enterprises in Coastal Areas”, and training report production. The Consultant will collaborate with the Consultant Facilitator in conducting the Training. The following is a list of these tasks:
Preparatory stage:
- Consultant shall develop a detailed training program agenda for the Training on “Assessment of Resources, Needs and Opportunities for Sustainable Livelihoods and Enterprises in Coastal Areas”.
- Consultant shall develop session designs for each session of the Training.
- Consultant shall develop the Training materials such as PowerPoint presentation and design the structure if using an interactive app (Miro Board, Mural).
Training Implementation:
- Consultant shall conduct an eight-hour online training as per the approved training agenda. Due to the online nature, the design may either be for 1 whole day or 2 half-day sessions.
- Consultant shall provide relevant reference materials to participants.
Handoff/Closure of Consultancy Services:
- Consultant shall provide SUFIA LCD with all documentation (presentation materials, group outputs, photos, etc.) generated during the Consultancy.
- Consultant shall submit a Training Report to SUFIA LCD containing the Training agenda, session designs, trainers’ reflections on the sessions, training outputs generated during discussions, and recommendations (template to be provided).

7. Acceptance Criteria
The Acceptance of all deliverables will reside with SUFIA LCD Project Manager. The PM will work with the OD Consultant and Finance and Administration Manager (FAM) to ensure completeness of each stage of the work and that the scope of work has been met. Once a deliverable has been submitted, the PM will review and sign off on the approval.
Once the Consultancy period is near completion, the Consultant will provide all the deliverables during this stage as stated above in Section 6 to the OD Consultant who will forward them to PM for acceptance. The acceptance of these deliverables by the PM will acknowledge acceptance of all deliverables and that the Consultant has met all assigned tasks.
Any discrepancies involving completion of project tasks or disagreement between SUFIA LCD and the chosen Consultant will be referred to RTI’s Asia Regional Office and the RTI Home Office for review and discussion.
8. Other Requirements
REPORTING AND COMMUNICATIONS
The Consultant shall provide updates on the work done and to report on any challenges faced.
RISKS AND CONSTRAINTS
Due to the pandemic situation, the consultancy services will be delivered online and travel to site will not be possible.
CONSULTANT RESPONSIBILITIES
The Consultant shall use their own computer and other IT equipment to complete the work.
RTI REPRESENTATIVE AND SUPPORT
The SUFIA LCD Project Manager in Bangkok, Thailand in coordination with OD Consultant in Jakarta, Indonesia, will provide technical oversight to the Consultant. The Consultant’s main contact point will be the OD Consultant, and to whom deliverables will be submitted.

- Capability Statement and Portfolio: Applicants should indicate their capacity to provide the services. This information should include past verified performance of similar assignments undertaken and include a contact person for reference (we are not expecting actual reference but only a contact name, e-mail address and phone number of the person that can provide reference). This capability statement should not exceed 2 pages. Anything more than 2 pages will not be reviewed.
