1. About Plan International and Plan Indonesia

Plan International Indonesia has been operating in Indonesia since 1969, according to the Memorandum of Understanding with the Government of Indonesia. In 2017, Plan International Indonesia transformed into Yayasan Plan International Indonesia; registered by the Ministry of Law and Human Rights. This transformation aims to reach more children, especially girls in Indonesia.

2. Background on the topic/ issue

The unprecedented catastrophic COVID-19 global pandemic has not only slowed down the effort to end child marriage but will even potentially result in an additional 13 million child marriage cases worldwide between 2020 and 2030. From January to June 2020 the Government of Indonesia Directorate General of Religious Judiciary received 34.000 applications on the dispensation of minimum age of marriage (Ministry of Women Empowerment and Child Protection, 2020). Among these are vulnerable girls living under poverty and marginalization in Indonesia. This situation will certainly require higher commitment and larger resources to meet SGD Target 5.3 on human development. In addition, according to Deputy for Special Protection of Children at Ministry of Women Empowerment and Child Protection, number of violence against children has been sharply increasing from 11.057 cases in 2019 to 11.278 cases (increased 221 cases) and becoming 14.517 cases in 2021 (3239 cases), while in 2022, this number increased 1.589 cases for 16.106 cases.

Gema Cita is aiming to extend the good practices and investment that have been made by Yes I Do project, for initial 24 months in two districts: West Lombok District (West Nusa Tenggara Province) and Sukabumi District (West Java Province) where the prevalence and vulnerability to Child Early and Forced Marriage (CEFM) practices and teenage pregnancies are relatively high. The case of West Lombok and North Lombok is increasing almost twice during pandemic COVID-19, 69 cases in 2019 and 135 cases in 2020 (Regional Office Ministry of Religion for West Nusa Tenggara Province, 2020). According to Provincial Office of Women Empowerment, Child Protection, and Family Planning (DP3AP2KB) of West Nusa Tenggara that violence cases in the province increased about 400% from 2021 (128 cases) to 451 cases in 2022. While in Sukabumi District, the Religious Court registered 89 Marriage Dispensation cases in 2020, which was 35 in 2019. Furthermore, child violence cases are increasing from 2017 to 2021 in the district, from 18 cases in 2017 becoming 53 cases in 2018, increased more in 2019 into 68 cases becoming 84 cases in 2020 and 90 cases in 2021 (https://opendata.jabarprov.go.id/id/dataset/jumlah-korban-kekerasan-terhadap-anak-perempuan- berdasarkan-kelompok-usia-dan-kabupatenkota-di-jawa-barat)

Regulations on and policies related to child violence have been released by government, in national, province and district levels, even some have regulations in village level. Regulations on Child Protection UU No. 35 Tahun 2014, regulation on Marriage UU No. 16 Tahun 2019, regulation on criminal acts of sexual violence UU No. 12 Tahun 2022 (UU TPKS), Ministerial Regulation (Permen) No. 5 Tahun 2019 on Marriage Dispensation, and many more which are relevant and released in districts and even villages.

There must be gaps amongst regulations versus violence cases increased every year and prevention programming implemented on child violence, child marriage and teenage pregnancy. Government has programs on child protection in schools and villages, such as child friendly schools (called SRA) and community-based integrated child protection (called PATBM), socialization on sexual reproductive health, school health unit, posyandu, as well as similar program implemented by Plan Indonesia through Gema Cita such as series discussion on SRHR to adolescent and young people aged 13 – 24 led by Peer Educators, technical assistance to PATBM member and SRA, as well as youth-led campaign and activities. These are aimed to improve ASRHR and greater gender equality and empowerment of women and girls in West Lombok District and Sukabumi District (overall objective) and adolescent and young people, especially girls and young women, are able to make informed decision to live free from child marriage and teenage pregnancies (specific objective).

Plan Indonesia therefore is aimed to develop policy brief by reviewing policies and regulations in relation to the prevention of child marriage and teenage pregnancies, develop advocacy plans on the acknowledgement and allocation of budget for Community Based Child Protection Mechanism (CBCPM) at village and school level, as well to visit gaps of the regulations and or laws related to child marriage, child protections, and CBCPM for its implementation, propose and deliver policy brief to government stakeholders in district and national level.

Application Procedure

Plan Indonesia invites firms/teams of consultants with relevant expertise and portfolio to apply for the assignment by sending:

1. A letter of intent expressing the consultant’s or firm’s capabilities and qualifications.
2. Consultant(s) or agency profile outlining areas of expertise with samples of select works.
3. Current list of recent and relevant clients.
4. Any direct or relevant experience of undertaking similar initiatives.
5. Names and CVs of the professionals who will lead and be associated with the assignment and how the Project will be managed.
6. Detailed technical proposal of the understanding of the TOR and the scope of the work, outlining the approach and plan to accomplish the assignment.
7. A proposed timeline indicates activities/sub-activities and the corresponding outputs, including gender and safeguarding considerations.
8. A financial proposal contains itemized all-inclusive budget, including tax. Plan Indonesia will not meet any other costs related to the assignment.
