Key Responsibilities :
A. Feasibility and Risk Management
- Participate in corporate financial and technical feasibility studies on new CAPEX projects including cost projections, budgetary proposals, and payback analysis.
- Perform risk analysis related to cost, contracts, and overall project viability.
B. Tender, award, vendor management
- Pre-qualification of vendor/contractor qualifications.
- Maintain a vendor database of pre-qualified contractors and consultants.
- Preparation of tender documentation and related tender BoQ.
- Conducting cost analysis and value engineering to optimize project costs.
- Initiate the tendering process.
- Evaluate, review, and recommend suitable tender submissions.
- Prepare strategy for contract negotiations to ensure best terms and price is obtained.
- Preparation of contracts and letter of awards.
C. Contracts and Financial Control
- Work closely with project team to understand the actual situation of the project.
- Periodic reporting for budget, cashflow forecasting, fisik, contractual timelines, and other monitoring dashboards.
- Performance monitoring of vendor/contractors.
- Estimate work progress at site against claims.
- Oversee all progress claims and payment related matters from vendors/contractors.
- Managing variations and change orders.
- Preparing final accounts and cost reports.
D. Governanace & Compliance
- Adhere to corporate guidelines for governance and compliance.
- To comply and adhere to all matters pertaining to Quality, Safety & Health and Environment related to the job scope and work place as required by the Company.
- Produce necessary compliance reporting as necessary.
- Responsible for the digitization and management of track records for all contract documentation.
Qualifications & Requirements
- At least 3 years of experience in quantity surveying, contracts management, project cost control, financial management or any related discipline.
- Degree in Quantity Surveyor, Civil/Mech Engineering, Finance, Construction Management, or construction related discipline.
- Familiar with industrial projects - Palm oil mill, refinery, or others.
- Strong communication, negotiation and interpersonal skills.
- Prepared to be stationed at Medan Head Office.
- Occasional travel to site may be necessary.
- Written and conversational English is a must.
