Position Summary
IREX seeks a qualified Monitoring, Evaluation, and Learning (MEL) Director to support an anticipated, USAID/LAC Bureau-funded activity, the LAC Regional Fund for Basic Education. The upcoming activity will focus on using a flexible Regional Fund granting mechanism to address barriers to access and quality of education for learners from marginalized backgrounds and to develop and scale solutions aimed at guaranteeing high-quality education for those populations in the LAC region (countries include Barbados, Colombia, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, and Paraguay).
Marginalized groups may include but arent limited to: migrants, refugees, internally displaced children and youth, and children and youth affected by violence, children and youth with disabilities (physical, mental, intellectual, sensory, or developmental), indigenous and afro-descendant children and youth, children and youth who do not use the language of school instruction at home, children and youth from marginalized gender groups, women and girls in early and forced marriages or with early/unplanned pregnancies, LGBTQI+ youth, children and youth from or living in rural areas, and children and youth from homes or communities with lower socioeconomic statuses. The MEL Director will report to the Chief of Party and supervise a team of MEL technical staff, oversee, and implement the programs Collaborating, Learning, and Adapting (CLA) approach, MEL plan, and Learning agenda. The MEL Director will serve as member of the projects senior management team and lead the design and implementation of the projects learning agenda and MEL systems.
SUMMARY OF RESPONSIBILITIES:

  • Leads the projects MEL function and collaborate closely with Chief of Party (COP), ensuring that the projects MEL and CLA approach is applied with consistency and rigor and supports adaptive management.
  • Develops and implements a comprehensive MEL plan across all project components including the identification of process, output, and outcome indicators.
  • Develops monitoring activities to allow for efficient data collection and effective reporting on program results.
  • Manages the MEL team and directly oversees the onboarding, training, capacity building, and day-to-day work of all MEL staff.
  • Collaborates closely with partners to ensure the application of high-quality MEL activities and data collection; oversees partner capacity building as needed.
  • Ensures monitoring activities are conducted on scheduleand participates in evaluations. Communicates information obtained through M&E activities to IREX staff and various external stakeholders, notably donors and partners.
  • Serves as a primary MEL resource to the field office and field personnel; liaises regularly with IREXs MEL team in headquarters.
  • Ensures data collection processes function efficiently and effectively across activity locations and the provision of quality data within deadlines. Regularly reviews data collection processes, performs data quality assessments, and adjusts as needed.
  • Conducts regular visits to program sites to provide technical assistance and ensure effective and efficient monitoring of program activities.
  • Produce MEL reports for the Chief of Party and donors, as needed and develops annual performance plansand annual MEL plans.
  • Other duties, as assigned.
Skills And Experience
  • A masters degree in statistics, demographics, public policy, education, or related field with at least eleven (11) years of experience managing MEL activities for donor-funded projects in the LAC region (ora bachelors degree with at least twelve (12) years of relevant experience) required.
  • Demonstrated experience evaluating education programs, and student learning outcomes required; experience measuring outcomes of foundational skills programming strongly preferred.
  • Proven experience providing technical assistance, capacity strengthening, or coaching support on MEL, evaluation, or scaling for civil society strongly preferred.
  • Experience designing and carrying out implementation research is preferred.
  • Proven success in designing, implementing, and operating program MEL systems from project start-up to close-out required.
  • Prior experience in implementation research required, as well as demonstrated familiarity with major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing MEL and performance monitoring plans.
  • Familiarity with innovative MEL methods to ensure data collection in areas with minimal connectivity and with participants with minimal literacy skills required.
  • Experience in designing, managing, and implementing multi-disciplinary and results-based surveys, performing, and overseeing data quality assessments, and developing and refining data collection toolsrequired.
  • Experience managing and providing ongoing training to field-based MEL Staff required.
  • Proven experience in adaptive management in complex operating environments.
  • Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
  • Experience working in one or more of the following countries in Latin America is required: Barbados, Colombia, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, and Paraguay.
  • Fluency English and Spanish (written and spoken) required.
  • Work authorization in the country of preferred location (Washington, DC, US; Guatemala City, Guatemala; or San Salvador, El Salvador).
