INTRODUCTION TO GGGI

POSITION SUMMARY

Based in Jakarta, Indonesia, the Program Assistant will provide administrative, coordination, and technical support to implement the Renewable Energy Accelerated Transition (RE-ACT) project and Asia Low Carbon Building Transition (ALCBT) project under GGGI Indonesia Energy program portfolio. To ensure that the Projects run smoothly, coordination with GGGI Indonesia administrative team and liaison with relevant stakeholders at the national and sub-national level are necessary. The Program Assistant will mainly support with administrative tasks, such as filing of relevant documents, taking meeting notes, and event preparation. He/she will also support the liaison with technical Ministries and any other relevant stakeholders in the energy sector. Additionally, he/she will support data collection of activities, such as information gathering and data processing.

PURPOSE

The primary role of the Program Assistant is to support the project teams in the timely delivery and safeguarding the consistent quality of outputs and activities of the Projects under the Green Growth Program in Indonesia. The Program Assistant supports the project teams in ensuring the smooth operations of the Projects, fully meeting established institutional policies, standards and donor requirements across budget execution, procurement & human resource processes implementation and other operational functions.

ENGAGEMENT

The Program Assistant will work as a part of GGGIโ€™s Country Program and be based in Jakarta. Reporting to the Senior Officer โ€“ Renewable Energy, he/she will work in close collaboration with the Project teams.

The Program Assistant will conduct the following tasks, among others:

Coordinate closely with the Project teams to ensure operational delivery aligned with GGGI administrative standards and policies. Engagement with relevant national stakeholders, such as technical Ministries and private sectors in the energy program.

DELIVERY
Ensure the delivery of administrative tasks supporting the overall operations of the Projects. This includes supporting the Project teams to complete procurement processes, document filing, data management, and document translation. Organize meetings and documentation, including taking meeting notes and prepare the necessary materials and logistics, in coordination with the Project teams. Support the liaison with stakeholders in the energy program and manage stakeholder database. Support event preparation in coordination with the Project teams. Support the drafting of communication materials related to the Projects in close coordination with the Communications Team and the Project Team.

REQUIREMENTS
QUALIFICATIONS
A minimum bachelorโ€™s degree in sustainable development, economics, international relations, or political science is preferred. Preferred 2 years of relevant working experience. Educational background in fields related to sustainable development and internship experience will be considered. Experience in working with the government (national and subnational level) and non-government counterparts on a day-to-day basis in Indonesia is essential. Experience working in a multi-cultural and international organization is preferred. Experience in organizing events in a dynamic environment with a variety of stakeholders is highly preferred. Fluency in English and Bahasa Indonesia for reporting and presentations are essential. Willingness for occasional travels to selected provinces.

FUNCTIONAL
Experience in administrative processes necessary for project implementation. Team player, creative problem-solver, and innovative thinker. Excellent multi-cultural literacy and interest in being a part of an international team working in an evolving and entrepreneurial environment. Excellent communication (both written and oral) and facilitation skills.

WORKING CONDITIONS
The Program Assistant is an X4 grade level in GGGIโ€™s National salary scale. Determination of base salary is subject to candidate's experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. GGGI is committed to providing a work environment that is sufficiently flexible to accommodate diverse life-cycle challenges and assist Staff members to achieve a better balance between work and personal/family commitments, thus ensuring high performance, long-term productivity, and well-being of Staff members. The chosen candidate is expected to be based in Jakarta, Indonesia and will report directly to the Sr. Officer Renewable Energy of the GGGI Indonesia (also based in Jakarta). This is a national position and does not include relocation benefits.

ABOUT THE PROJECT

Renewable Energyโ€“Accelerated Transitionโ€ (RE-ACT)

To provide technical assistance to the Government of Indonesia (GOI) to achieve its renewable energy and net zero emission targets, GGGI implements the project โ€œRenewable Energyโ€“Accelerated Transitionโ€ (RE-ACT) in Indonesia. The RE-ACT project started in October 2021 and has a duration of 5 years. With funding from the Government of New Zealand, RE-ACT works with the GOI to address policy hurdles and impediments to help create an enabling policy environment to stimulate private investment in renewable energy, in turn allowing more ambitious NDCs, which are predicated on accelerated renewable energy adoption. The project covers development of supporting policy framework and implementation, stakeholder engagement and capacity development, and de-risking instruments and financing mechanisms.

The RE-ACT project is led by the Directorate for Various New and Renewable Energy at the Directorate General for New Energy, Renewable Energy and Energy Conservation (EBTKE), the Ministry of Energy and Mineral Resources (MEMR). BAPPENAS is the co-chair of the RE-ACT project.

โ€œAsia Low Carbon Building Transitionโ€ (ALCBT)

With the support of the Federal Government of Germany through IKI (International Climate Protection Initiative), GGGI is providing technical assistance to the Indonesian Government through the project โ€œAsia Low Carbon Building Transitionโ€ (ALCBT). The project will develop tools and system for managing carbon emissions from the building sector, enhance the capacity of building industry regulators and practitioners on low-carbon buildings and sustainable cooling, facilitate financing of low-carbon buildings, and promote knowledge exchange between countries on low-carbon buildings.

The project will last for five years (2023-2028). GGGI will implement this project through a consortium comprising of Energy Efficiency Services Limited (EESL) from India, the HEAT International from Germany, and the ASEAN Centre for Energy (ACE) from Indonesia. The consortium partners will cooperate with the national actors of the project countries to transfer knowledge and embed project approach within national institutions.

The beneficiaries of this Project will be (1) the national and state/city governments; (2) developers, building owners, suppliers, engineers, and architects; (3) financial services institutions; and (4) academia and training institutes. At the national level, the Project will coordinate and collaborate with the Ministry of Public Works and Housing and the Ministry of Energy and Mineral Resources.
