Job Overview :

Reports to the Facility HSES Manager / Project HSES Manager and responsible for monitoring effective implementation of HSES Procedures and HSES Activity Plan in the fabrication yard. The role will also involve assisting the site teams and managers by recognizing hazards and seeking to minimize risks whilst creating, maintaining and improving the HSES standards. Candidates are expected to have at least seven years (7) relevant HSES experience in oil and gas construction industry.

Key Tasks and Responsibilities:

  • Spend a minimum 70% of time in the field monitoring compliance to yard HSES safe work procedures at assigned project / work site.
  • Be fully conversant with company and client HSES policies, procedures and associated documentation. Ensure company HSES policies and procedures are reviewed and implemented consistently.
  • Facilitate and participate in risk assessments (HAZIDs, ENVIDs) and ensure risk registries are maintained up to date
  • Review local OSH legislation and where gaps are identified, propose action plans and monitor closeout
  • Develop HSES Activity plan and ensure all HSES requirements including inspections, audits and emergency response are listed as appropriate at intervals of time
  • Plan and lead internal / external HSES audits in accordance to annual HSE MS / Client project audit schedule
  • Complete subcontractor / vendor HSES pre-qualification and bid evaluation process
  • Establish and manage tangible HSES KPIs relevant to the area of responsibility
  • Monitor HSES statistics and identify trends. Report trends in a timely manner and prepare action plans to promote continual improvement.
  • Provide active leadership and participation in safety campaigns, I-Lead to Succeed, BBS & FSA, Stop Work Obligation, Communication Card and other HSE department initiatives
  • Plan, lead and attend department and project HSES meetings
  • Responsible for effective monitoring of HSES central action tracking registry and timely closeouts.
  • Initiate HSES training needs analysis and coordinate implementation. Deliver and assess HSES training courses.
  • Ensure HSES resources are adequately assigned based on individual competency and experience.
  • Mentor assess and counsel direct reports as required. Support career development program for mentees.
  • Conduct incident and near miss investigations based on COMET and Interlex applications and preparing management summary presentations and HSE alerts.
  • Review of Task Risk Assessment (TRA), PTW and project specific HSES procedures
  • Managing HSES Advisors, prepare schedule for areas of daily inspection, develop duty roster.
  • Review the performance of HSES programs and initiatives and provide progress reports.
  • Liaise with the HSES Compliance group in ensuring the HSES Activity Plan is carried out on timely manner.
  • Liaise with Client in making sure project HSES expectation is met and Client HSE requirements are implemented.
  • Business travel as necessary to support project / operations requirements
  • Other duties connected with the Function, as directed

Essential Qualifications and Education:

  • • Any Degree or Diploma, or equivalent
  • Valid Ahli K3 Umum certified with minimum 7 years relevant HSES experience
  • NEBOSH IGC or equivalent
  • ISO 45001, 14001 or 9001 Lead Auditor Certificate
  • Proficient in Microsoft Office (Excel, Powerpoint, Word, Sharepoint) and other relevant online applications
  • Statistical and data analysis ability
  • Must have excellent interpersonal skills
  • Excellent report writing skills

Preferred Qualifications and Education:

  • NEBOSH Diploma or equivalent
  • Membership of professional body at appropriate level
  • Six Sigma certified
  • Second language advantageous
