UNDP’s Work on Inclusive Insurance and Risk Finance Initiative in Indonesia :

Disasters and the varied direct and indirect impacts of climate on economies, value chains, livelihoods and well- being play a significant role in deepening vulnerability in developing countries.

In some cases, the financial impact has been devastating, especially for developing countries, with the financial burden often falling directly upon the countries themselves.

Meanwhile, humanitarian assistance, which often meets the emergency needs of developing countries in the immediate aftermath of disaster is at its highest point ever, but when it comes to the aftermath of disaster, it is still less than needed, the remainder being born by communities, business and government and families themselves.

Indonesia is a key emerging market with the largest economy in the ASEAN region. In 2018, the country has seen its poverty rate reduced by more than half since 19991.

On the other hand, as an archipelago, Indonesia is constantly at risk of tsunamis, floods, earthquakes, and volcanic eruptions.

During 2021 alone, Indonesia experienced more than 5000 disasters, with the top 3 being floods (33%), extreme weather events (29%) and landslides (24,5%) (BNPB, 2022)2.

Furthermore, these disasters resulted in an alarming number of casualties (728 people), displacement (7.630.692), and damage of properties (158.

658 houses) and public facilities (4.445). Nevertheless, steps towards improved and comprehensive disaster risk management have been taken by the government by adopting insurance and risk financing solutions that recognize the different severity and frequency of disasters.

Enabling policies and regulations have been put in place to foster collaboration between the government and the insurance industry to scale up insurance coverage to spur a cycle of economic benefits, including increased investment in the economy, reduced budgetary pressure on government in the face of disasters, and greater socio-economic security for citizens.

As part of its continued support to address new uncertainty complex, UNDP established Insurance and Risk Finance Initiative that will catalyse partnerships between government and the insurance industry to manage and reduce risks and address insurance protection gap globally.

Within the Indonesian context, UNDP Insurance and Risk Finance Facility (IRFF) has completed a Country Diagnostic that documented and assessed the inclusive insurance and risk financing in Indonesia.

Through this Country Diagnostic, UNDP identified challenges and drew recommendation for areas where UNDP can, together with partners and building on the existing work and progress, contribute into improving the enabling environment for inclusive insurance and risk financing, and develop and deploy specific solutions relevant to the country context.

Based on the results and recommendations of the diagnostic report, a programmatic workplan has been developed as basis for the implementation of the insurance and risk finance initiative together with the strategic partners.

The workplan was built upon and align with past and on-going work of the country office, such as in the areas of SDG Financing, Green and Blue Financing, among others, to strengthen collaboration with both the government and the private sector.

On the above context, UNDP Indonesia is recruiting a Technical Coordinator to manage and coordinate the current set of insurance and risk finance activities, under the guidance of relevant CO technical experts and IRFF regional specialist and in consideration of the collaborative inputs received from key government partners and stakeholders

Duties and Responsibilities :

The Technical Coordinator for Insurance and Risk Financing in Indonesia will carry out functions in close coordination with CO technical experts and IRFF regional specialist, under supervision of the Senior Advisor for Climate and Environmental Governance and the Head of Environment Unit.

As part of duty, the NPSA holder will also manage and coordinate the current set of insurance and risk finance activities.

The incumbent will also work in close collaboration with the project team, operations units, and programme staff in the country office to resolve complex finance-related issues and to ensure adequate exchange of information.

Manage and supervise the project team to ensure effective implementation and achievement of results :

  • Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan.
  • Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members.
  • Mobilizes goods and services and other project inputs, including preparing ToRs for expert, consultants, meetings and workshops;
  • Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets.
  • Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management.
  • Develops the project standard operating procedures in line with the government and
  • UNDP’s regulations; seeks the board’s approval; and takes responsibility for updating and revising it as necessary.
  • Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation.
  • Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports.
  • Support the formulation exercise by facilitating engagement with stakeholders, inputs from relevant advisors and consultants, and proper preparation of project / programme documents in line with UNDP’s procedures.
  • Assist in conducting analyses of the programme / project portfolio to assess its effectiveness in contributing to the intended outcomes and develop strategies to address identified weaknesses.
  • In close consultation with the relevant outcome board(s), identify areas for support and intervention within the outcome areas assigned and any need for outcome level revisions that may be necessary to maintain UNDP’s relevance within the context of the country’s evolving development situation.
  • Support the implementation of capacity development strategies to enhance the quality and impact of programmes / projects under his / her supervision.
  • Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines, and tools.

Support to the management of the project / programme, including ensuring effective quality assurance and oversight, and application of Results Based Management (RBM) across the portfolio.

  • Provide support to the effective management of large and strategic national and regional programmes and projects.
  • Ensure effective application of RBM tools and project / programme monitoring and evaluation procedures and guidelines to promote achievement of outcome level results.

This includes technical support to the financial and substantive monitoring and evaluation of the projects using the Internal Project Assurance Reports (IPAR) as delegated by Programme Manager.

  • In collaboration with the project management units, provide support in the development of project annual workplans, including detailed plans for procurement and recruitment of goods and services.
  • Support NPM in monitoring IRFF projects, liaising with participating UN agencies, key stakeholders, and responsible partners to keep track of project progresses according to plan, and assist project authorities to problem-solve and implement corrective measures.
  • Support NPM in overseeing all stages of project management, including initiation of the project, presentation of the project to the Project Appraisal Committee, entering project data into UNDP’s Enterprise Resource Planning system (Quantum), finalization of donor contribution agreements, coordination of project and budget revisions, and closure of projects based on corporate procedures.
  • Ensure proper follow up on audit recommendations.
  • Assist in the preparation of project reports for donors;
  • To make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level .

Assist the NPM in creating strategic partnerships, and in the implementation of a resource mobilization strategy related to specific high priority projects.

  • Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio.
  • Provision of support in strengthening cooperation with key stakeholders
  • Support the communication of the EU and IRFF project to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private sector; and,
  • Facilitate information sharing and dialogue within the donor community.

Production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization :

  • Support knowledge generation and knowledge sharing based on programme / project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice.
  • Compile key sources of information and best practices for projects and thematic issues within the portfolio and facilitate access to this information by programme and project staff and other relevant counterparts.

Maintain knowledge and advocacy networks which are linked to thematic issues or projects within the portfolio.

  • prepare briefs, talking points, and other documents as required by UNDP Headquarters, UN agencies and other stakeholders.
  • Ensure that key programme and project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in the SDG finance area;
  • Conduct training programme for project staff as necessary on UNDP operational / project policies and procedures.
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming.

Required Skills and Experience : Education :

  • Advanced university degree (Master’s Degree or equivalent) in Business, Management, Economics, Finance, International Relations, Engineering, or other related fields is required, or
  • A first-level university degree (Bachelor s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master s degree.

Experience :

  • Up to 2 years (with Master s degree) or minimum 2 years (with Bachelor s degree) of experience in project management and / or innovative financing.
  • Excellent analytical and writing skills.
  • Excellent organizational and communication skills.
  • Relevant experience in project design or management, policy analysis, monitoring and evaluation in the domains of capital market, fiscal policy, private and financial sector development, innovative financial solutions would be highly desirable.
  • Knowledge and experience of UN Common System is an advantage.
  • Experience in working with development partners, government on programming in relation to sustainable development, SDGs and innovative finance would be preferrable.
  • Experience of working with the government, financial institutions, development partners, private sector, universities, institutional investors on innovative finance will be an advantage.
  • Knowledge of major the international / national green and sustainable bonds market, framework, issuance modalities and procedures of debt instrument, blended finance, and development economies will be a strong assets.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web-based management systems will be an advantage.
  • Familiarity with UNDP development projects in Indonesia is an advantage.
  • Knowledge of and experience in supporting administration of Learning Technology, Learning Management System, or Sustainable Development Goals related projects will be highly desirable.
