Consultant for Youth Empowerment Specialist - Bandung
Background
Save the Children Indonesia has completed its Country Strategy Plan 2022-2024. One of the key enablers of the strategy is Integrated Programming and Transformative Partnerships, aiming to create diverse and transformative partnerships which enable holistic, innovative, and scalable programs models and which are cost-efficient and lean. One of the steps towards this is to create a vehicle that allows Save the Children Indonesia to better respond and serve domestic stakeholders and donors (i.e., local corporations, governments, NGOs, High Net Worth individuals, etc) and deliver impact to scale through holistic, multi-thematic, and geographic focused programs, which we call “Indonesia (Domestic) Programs”.
Indonesia program is a holistic initiative co-created and implemented together with our domestic partners (communities incl. children, govt, NGOs, private sectors, etc), resourced by diverse donors (individual, corporate, institution) to address local needs in development & humanitarian sector to bring sustainable impact for children at scale. The Indonesia (Domestic) Program is further called BESTARI (Building Resilient & Safe Future Generation – Bangun Generasi Tangguh dan Mandiri).
BESTARI is comprised of 5 clusters of interventions:
- BESTARI 1: Early Childhood (0-5 years old) – Focusing on children under 5’s survival through improvement of child health, nutrition and wellbeing status and prevent preventable illnesses.
- BESTARI 2: School Age (6-17 years old) – Focusing on supporting children to reich their full potential through high quality education, good health, adequate nutrition, and safe environment.
- BESTARI 3: Early Adulthood (18-24 years old) – Focusing on supporting youth, including young women, for better quality of life through good education and training, health and nutrition status, better economic opportunities for resilience livelihood.
- BESTARI 4: Healthy & Safe Environment – Focusing on Safeguarding and promoting a safe and healthy environment – creating the physical and social environment required for children to thrive.
- BESTARI 5: Life Saving & Disaster Resilient – Focusing on Improvement of resilience towards disaster events and peacebuilding, through better preparedness, proper anticipatory action, effective emergency response, and building back better.
In 2023, we are implementing 3 BESTARI pilots (Bestari 1, 3 & 5) in Kabupaten Cianjur and Bandung in West Java and in Jakarta area as a showcase and gauge interests from domestic funders. In 2024, we are planning to expand the program through holistic and integrative approaches and adding key focus areas in Aceh, Greater Jakarta, West Java, East Kalimantan, South Sulawesi, NTT and Papua.
We are looking for a Youth Empowerment Specialist (External Collaborator) to support usimplementing the initiatives, achieve the objectives, and delivering high quality work and support as required by the organization. S/he will be responsible to make sure for target for youth employment and/or entrepreneurship for BESTARI 3 are achieved by delivering high quality work and support as required by the organization.
S/he will be contracted under a blanket contract until end of 2023, where payments will be aligned with assignments and number of working days performed each month, based on the agreed daily rate/fees. The organization will review the external collaborator’s performance each month and assign work as required by the project based on the performance review and quality of previous deliverables.

Scope of Work
Specific responsibilities include:
- Engaging and consulting with young people and key stakeholders to ensure that BESTARI activities include the youth and their perspectives including in the design and development stages if possible.
- Identify targeted marginalized youth groups, other youth networks, possible alliances and new partners relevant to the project implementation and expansion initiative to new location in West Java or other areas in Indonesia.
- In collaboration with BESTARI Project Coordinator. REALM coordinator and Program Manager, Initiate endline assessment for the existing project to understand targeted marginalized youth groups’ behaviours, characteristics, and needs, including labour market assessment. Communicate any further assessment needs identified to the REALM team.
- Support the team in developing the design and strategy on recruitment, empowerment, and other support of target beneficiaries during the BESTARI program include maintain engagement with local stakeholder in particular DISNAKER Kabupaten Bandung to explore new initiatives and potential long-term collaboration.
- Strengthen spirits among targeted youth groups through online and offline engagements and provide the needed coaching and mentoring support through youth groups as part of Save The Children’s CYAN (Children and Youth Advisory Network).
- Provide capacity building support as required to BESTARI Implementing partner, youth groups and other members of the identified youth networks.
- Develop and facilitate youth-oriented activities and initiatives as it relates to subnational governance and enhance opportunities for youth participation.
- Support the implementation of BESTARI, ranging from the co-creation and co-design process, partnership building, community management, communication & advocacy, and reporting to meet the project objectives and delivery timeframes.
- Collaborate with the Youth or Education Advisors, also other Coordinators, and Project Managers (PM) to design tools, re-develop training materials and conduct capacity building programs, and design new proposals should new business development opportunities arise.
- Identify potential collaboration and program integration among existing program within the current program implementation areas, include sharing of resources, learning and development tools.

- Maintain and update beneficiary databases on a regular basis. Monitor and ensure beneficiary data are being protected according to existing policy.
- Other tasks as specified and agreed with the supervisor & organization.
Deliverables
- Monthly deliverables as agreed by the supervisor and organization, which may include but not limited to activity report, monitoring reports and final report.
- Monthly timesheet report detailing time spent and activities completed.
Required Background and Experience, Skills, and Behaviours
- A relevant professional level qualification with a minimum 7 years of relevant working experience
- Proven background in youth engagement and empowerment program
- Exceptional verbal, written, and presentation skills.
- Exceptional communication, negotiation, and advocacy skills
- Excellent interpersonal skills and ability to work both independently and as a team member.
- Self-motivated and highly flexible individual who can manage multiple tasks & prioritiesand work on tight deadlines.
- Proven capacity and willingness to be highly flexible and accommodating in difficult and sometimes insecure working circumstances.
- Desired: Wide contacts within youth network and communities. Familiar with and/or have experience in using design thinking approach. Women are encouraged to apply.
