Purpose
This role provides support to Project Delivery including assuming the role of a Capture Manager on pursuits .
When working in Project Delivery, this position will provide consistent, sustainable and effective management direction for projects for the Indonesia Location so as to ensure successful project delivery, continuous improvement in capability and career progression and training for the project management and project engineering discipline.
When supporting Proposal Development, this position will be responsible for all technical and execution related aspects of large pursuits and for starting up successful pursuits until handover to the nominated Project Manager.
Responsibilities
1. HSE Management
- Work with project managers/project engineers to ensure that all areas of a project or all projects are set up and executed in full compliance with the requirements of WorleyParsons HSE Management system
- Assist in formulating pro-active HSE initiatives and programs
- Ensure that all proposals are correctly incorporating all Worley R3 and Safety requirements for delivery.
2. Capture Management
- Leads the development of execution plans, organisational charts, technical write-ups, workhour estimates and risk management plans in compliance with the requirements of the RFP and internal Sales Governance processes
- Acts as an advisor to the Sales team on pricing and contingency assessments
- Supports reviews of contracts ensuring all technical and execution related risks are adequately highlighted to the Sales team and are qualified where appropriate
- Aligns with the relevant Country and Functional leaders on obtaining nominations for key positions to be included in the proposal organisation chart
3. Capacity Building & Enhancement
- Drive the compliance and enhancement of Worley Project Management procedures with Project Management team.
- Direct the implementation of new company systems and capability enhancements across projects
- Determine areas of potential improvement and direct the implementation of change to address these areas
- Ensure the growing capability of our people in the project management and project engineering discipline.
4. Client Relationships
- Ensure that client requirements and the needs of multiple stakeholders are being identified and managed effectively
- Instigates client satisfaction/evaluation surveys for recording or project performance and records in Assurance system.
5. Performance Management
- Supervise, equip and coach project managers/project engineers within the area of responsibility to ensure the proper performance (HSE, Commercial [including Budget and Gross Margin, EBIT], Schedule, Customer Satisfaction and Risk Management)
- Ensure that all appropriate reviews in place for projects ie Technical Project Reviews, special project reviews 40% and 70%, other assurance based activities as determined by the Assurance plan.
- Ensure project managers/engineers are closely monitoring project trends and project problems and taking early remedial action
- Work with project managers/project engineers and the project controls personnel to ensure regular (usually weekly), accurate and standardised reporting for all individual projects
- Ensure a report of overall Project Delivery performance (summarising data from key component projects) is generated at least monthly
- Work with project managers/project engineers to ensure that every person working on projects has clearly defined goals and expectations
- Ensure that all projects undergo an internal monthly review of project status and health, in accordance with standard company procedures
- Report monthly to regional General Manager, Projects on traffic light status of the location's largest projects (in terms of services value).
6. Quality Management
- Work with project managers/project engineers to ensure all projects are set up and executed in full compliance with all the requirements of the Worley Management System requirements using consistent approaches, Work Breakdown Structures, work methodologies and reporting systems
- Ensure all personnel are suitably trained according to the Project Management development plan
- Ensure a program of mini-audits (e.g. cross discipline audits) of MS is a feature (and key training mechanism) across the project or portfolio of projects
- Work with the Snr Director Project Delivery and Operations and hence ensure all project management systems, processes, procedures and guidelines are appropriate, current and effective to support project delivery
- Ensure best practice, continuous improvement initiatives and lessons learnt are commonly shared amongst project engineers/project managers
7. Resourcing
- Assist in recruitment and allocation of project managers and project engineers to projects to ensure each project is suitably resourced with sufficient and capable project management expertise and that project management workload is balanced.
8. Team Building
- In collaboration with the Country Manager – carry out team building with project managers and project teams at appropriate project milestones and networking opportunities.
- Ensure all project managers/project engineers see the Project Management Team as their "long term home" even through they may move from project to project
9. Personnel Development
- Assist to manage the training plans and career development of the project managers/project engineers
- Implement the formal competency based assessment and development programme for all project management personnel
- Develop and implement training budget for project management personnel
- Ensure all new starters at supervisory level receive WPMP training.
- Ensure that all project managers/project engineers participate in the annual Performance Feedback and Development ("Performance Appraisal") program
- Participate in the annual performance scoring of all of the project managers/project engineers
- Provide a mentoring system for project managers/project engineers to assist them in their career development
Requirements:
- Demonstrable commitment to HSE Management in a project environment
- Excellent leadership and communication skills
- Demonstrable reporting and performance
- A proven track record of managing projects
- Experience of managing a portfolio or projects and a team of project engineers/project managers
- Thorough understanding of managing talent in a multi country context
- Experience in leading the development of large CAPEX proposals
- Ability to work under pressure and balance competing demands
- Degree or higher qualification in Engineering
