OBJECTIVES OF THE PROGRAMME


To provide technical and coordination support to Ministry of Health on health systems areas in collaboration with other technical units of WHO Country Office Indonesia.


DESCRIPTION OF DUTIES
Under the supervision of WHO Representative to Indonesia and in collaboration with the respective departments in SEARO and HQ, the incumbent will perform the following duties:
  • Provide technical leadership and managerial support to the WHO Country Office team working towards progressive realization of UHC through strengthening of health systems building blocks - leadership/governance; health information systems; health financing and service delivery; medical products, vaccines and technologies; and health workforce;
  • Facilitate the development, implementation, and monitoring of relevant work plans, promote the integration of health programmes with health systems approaches while mainstreaming gender, equity and human rights in national health strategies, programmes and activities;
  • Ensure technical quality and relevance of contractual engagements with partners and institutions, as well as make recommendations to the supervisors regarding WHO's support;
  • Promote the generation of evidence on health systems, contribute to informed national policy decisions towards UHC, and support communication and advocacy work of the WCO;
  • Liaise and coordinate with concerned units/ departments of Ministry of Health, WHO/SEARO and WHO/HQ as well as with development partners to harmonize technical support on policies/ strategies related to health systems and universal health coverage;
  • Contribute to the management of WCO's knowledge and advise on matters regarding health system reforms across all functions and building blocks such as stewardship/governance (leadership and coordination, strategy development, regulations and laws as well as influencing other sectors to incorporate health concerns in their policies, monitoring and evaluation for public accountability of policy/implementation improvement); financing (revenue raising, risk and resource pooling, resource allocation and methods of payment); resource generation (technologies including pharmaceuticals, health workforce and knowledge management, health facilities, country health information systems and health metrics networks); and personal and population-based service delivery (primary health care, hospitals, public health services, etc.);
  • Contribute to evaluating the impact of WHO's collaboration with Indonesia (aggregated and area specific) and to developing evaluation tools;
  • Collaborate with relevant ministries and other stakeholders in undertake gap analyses in relevant areas of work and support capacity building efforts in these deficient areas to ensure that priorities are fulfilled;
  • Contribute to the external relationships, representation, communication and advocacy work of the WHO Country Office aimed at improving health system transparency and accountability;
  • Represent WHO in inter-agency meetings related to Health System Strengthening and Universal Health Coverage; and
  • Undertake other relevant duties as may be assigned by the supervisor.

REQUIRED QUALIFICATIONS
Education
Essential:

Advanced university degree in health policy, health systems or public health, health financing, health economics, management or related field.


Desirable:

Doctorate degree (PhD, DrPH, or et cetera) in health systems development or health financing or health economics, or a related field.

Experience
Essential:

At least 10 years of relevant experience including considerable experience obtained in an international context, with progressive responsibility in providing technical support and management of health systems strengthening activities.


Desirable:

Experience of work in UN and / or other international organizations; knowledge of programmes and practices of WHO/UN agencies will be advantage; as well as experience in designing, implementing and assessing health sector reforms with a view of achieving universal health coverage.

  • Ability to promote coordination with the health system team members, other WHO colleagues, and external partners.
  • Ability to facilitate the development of national health policies, strategies, and plans as well as of norms, guidelines, and tools in health systems strengthening.
  • Knowledge of management including planning, negotiation, resource mobilization, presentation, and problem solving.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars.

The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2944 per month for the duty station indicated above.

Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
