DescriptionThe Project Manager must demonstrate depth and breadth of program management expertise to support a complex, fast moving project environment, as well as possess interpersonal skills and be able to leverage professional relationships towards the success of CHISU’s activities. As Project Manager for CHISU in Indonesia, the candidate will be responsible for the management and tracking of the CHISU workplan, working with the Senior Technical Advisor to ensure that activities are implemented on time and within budget, deliverables are achieved and well documented, and reporting occurs in a timely manner. The Project Manager will supervise the Project Officer, working under the direct supervision of the Chief of Party, and collaborating closely with Senior Technical Advisor, Technical Specialists at the national and subnational level, Finance and Administrative Manager and Senior Monitoring and Evaluation Manager for CHISU Indonesia.
This is anticipated to be a full-time position based in Jakarta, Indonesia.
Specific responsibilities will include, but are not limited to the following:
- Ensure that activities are implemented in line with the workplan, on time and within budget in a quality manner that engages stakeholders from all levels of the health system in the process, and promotes long term sustainability.
- Support the CHISU Indonesia team to improve on all project standard operating procedures related to implementation of technical activities, improving flows of communication, documentation, ect, and coordinate inputs to project updates.
- Manage the workplan tracker, reviewing the task and activity tracker progress regularly with the Senior Technical Advisor to identify challenges, and solutions to address and mitigate challenges.
- Assist the technical team in preparation for, implementation of, and follow up for technical activities at the national and subnational level.
- Support the Finance and Administrative Manager in budget management and forecasting based on inputs from the technical team. Support the technical team to develop monthly cash requests.
- In coordination with the Senior M&E Manager, support data collection efforts for monitoring. Support completion and packaging of project deliverables, working closely with the technical team and coordinating as needed with CHISU home office in the process.
- In collaboration with the Technical Team (including Senior Technical Advisor and Health Program Specialist) and Senior M&E Manager support analysis and documentation to demonstrate linkages between health information systems interventions and program health outcomes.
- With the COP and Senior Technical Advisor, coordinate and develop conference and journal abstracts, manuscripts, and case study/technical note products.
- Overall, works closely with both the Senior Technical Advisor and Finance and Administrative Manager to ensure smooth project implementation following CHISU and USAID policy and procedures.
- Complete and submit regular technical reports required by CHISU, USAID and the MOH. Monitoring internal weekly reporting.
- Support technical team in the documentation and tracking of Cost Share.
- Develop or contribute to communications pieces, technical documentation, or other products, proposing and developing content in coordination with the Communications & Knowledge Management Specialist. Support knowledge management efforts.
- With the COP and Senior Technical Advisor, represent CHISU in USAID partners meetings, preparing materials and routinely presenting on them in these meetings.
- Working closely with the Senior Technical Advisor, ensure institutionalization and sustainability of CHISU efforts through coordination with the Digital Transformation Office (DTO), Center for Data and Information Technology (Pusdatin), health programs within the MOH, USAID, other development and implementing partners, and stakeholders the subnational level.
- Bachelor’s degree in public health, international development, health informatics or information systems, public policy or other relevant academic fields required. Master’s degree is preferred.
- At least 5 (ten) years’ professional experience with a local or international non-governmental organization supporting health information systems, digital health or health service delivery is required, in particular MNH, TB, Health Financing and COVID-19 technical assistance programs to the MOH.
- Native/Fluent Bahasa and advanced knowledge of English required.
- Strong understanding of technical project management practices; including for the national MOH and/or sub-national level health offices required.
- Familiarity with health information systems strengthening or digital health required.
- Familiarity with MNH, COVID-19 vaccination programming is required, and TB, Health Financing is an advantage.
- Strong written and verbal communication skills with the ability to write reports, present technical project activities, and package deliverables is required.
- Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.
- Proficiency in activity budget development and management is preferred.
- Proficient with Online Tools such as Google Workspace (Docs, Sheets, Slides, Meet, Drive), Slack, and Microsoft Office
- Experience in understanding and implementation of change management in projects of similar magnitude is an added advantage.
