Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity
Consultant Trainer on Knowledge ManagementSystem for CTI-CFF
1. Introduction/Background
The purpose of the USAID Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity is to facilitate the organizational capacity development of regional fisheries organizations; facilitate and document project co-creation between these organizations and the United States Agency for International Development (USAID), leading to USAID-issuance of a Public International Organization (PIO) grant to each organization; and conduct a regional Private Sector Engagement Landscape Assessment of the fisheries sector in Asia. RTI International is the implementing organization for SUFIA LCD Activity.
The organizational capacity assessment conducted with the Coral Triangle Initiative for Coral Reefs, Fisheries and Food Security (CTI-CFF) revealed the need for strengthening skills and system in Knowledge Management. These skills will enable CTI-CFF to have an efficient Knowledge Management System for documents and records management and storage.
The Capacity Development Action Plan for CTI-CFF includes capacity building on Knowledge Management System to improve knowledge and skills of CTI-CFF Regional Secretariat for quality performance and Knowledge Management. SUFIA LCD will support CTI-CFF in organizing this training in terms of a consultancy and arrangement of related activities.
This Statement of Work is for a Consultant Trainer who will serve as the resource person for this training on Knowledge Management System.
2. Scope of Work
The Consultant Trainer will provide capacity-building support on Knowledge Management System as part of SUFIA LCD’s on-going organizational capacity development work with CTI-CFF. Under the SUFIA LCD Project Manager’s direction, in coordination with the Organizational Development (OD) Consultant, the Consultant Trainer shall:
- Design a training module for CTI-CFF on Knowledge Management, as an interactive online training for participants over an estimated 8-hour period (one day or 2 half day sessions).
- Develop a workplan and guidance document on how to set-up and operate an efficient Knowledge Management System.
- Submit a training report containing all sessions and materials.
3. Period of Performance
The period of performance of this consultancy is between April and May 2022 (not to exceed a Level of Effort of 10 days). All work must be completed within this time frame. Any modifications or extensions shall be requested through RTI SUFIA LCD’s Project Manager for review and discussion.
4. Place of Performance
The Consultant Trainer shall perform the work remotely, and shall be required to meet the SUFIA LCD Team (PM and OD Consultant) virtually for meetings during preparation, delivery and post-event. The Consultant Trainer should have their own computing, and virtual office and meeting facilities to perform the tasks.
5. Work Requirements
The Consultant Trainer shall be responsible for performing tasks related to training on Knowledge Management System, developing the guidance document on setting up and operating a Knowledge Management System, and producing a training report. The following is a list of these tasks:
Preparatory stage:
- Consultant shall develop a detailed training program agenda for the training on Knowledge Management Systems
- Consultant shall provide an outline and proposed contents of the Guidance Document including a work plan on setting up and operating a Knowledge Management System at CTI-CFF Regional Secretariat.
Training Implementation:
- Consultant shall conduct an eight-hour online training on Knowledge Management Systems including a discussion on guidance related to setting-up and operating an efficient KMS. Due to the online nature, the design may be for a few hours per session per day.
- Consultant shall coordinate with the OD Consultant in conducting the pre-event and post-event evaluation and include the analysis in the training report.
- Consultant shall provide guidance / work plan on how to set-up and operate an efficient Knowledge Management System.
Handoff/Closure of Consultancy Services:
- Consultant shall provide SUFIA LCD with all documentation (presentation materials, group outputs, photos, etc.) generated during the Consultancy.
- Consultant shall submit a Training Report which will include the training agenda, session designs, session proceedings, training materials used, reflections of the trainer, recommendations to improve delivery, pre- and post-event evaluation, list of participants, and photo documentations. The Training Report will become a reference for CTI-CFF in KMS and for training new staff (template to be provided).
- Consultant shall submit a Guidance Document on setting-up and operating an efficient Knowledge Management System for CTI-CFF.

7. Acceptance Criteria
The Acceptance of all deliverables will reside with USAID SUFIA LCD Project Manager. The PM will work with the OD Consultant and Finance and Administration Manager (FAM) to ensure completeness of each stage of the work and that the scope of work has been met. Once a deliverable has been submitted, the PM will review and sign off on the approval.
Once the Consultancy period is near completion, the Consultant will provide all the deliverables during this stage as stated above in Section 6 to the OD Consultant who will forward them to PM for acceptance. The acceptance of these deliverables by the PM will acknowledge acceptance of all deliverables and that the Consultant has met all assigned tasks.
Any discrepancies involving completion of project tasks or disagreement between SUFIA LCD and the chosen Consultant will be referred to RTI’s Asia Regional Office and the RTI Home Office for review and discussion.
8. Other Requirements
REPORTING AND COMMUNICATIONS
The Consultant shall provide updates on the work done and to report on any challenges faced.
RISKS AND CONSTRAINTS
Due to the pandemic situation, the consultancy services will be delivered online and travel to site will not be possible.
CONSULTANT RESPONSIBILITIES
The Consultant shall use their own computer and other IT equipment to complete the work.
RTI REPRESENTATIVE AND SUPPORT
The SUFIA LCD Project Manager in Bangkok, Thailand in coordination with OD Consultant in Bali, Indonesia, will provide technical oversight to the Consultant. The Consultant’s main contact point will be the OD Consultant, and to whom deliverables will be submitted.
