Uraian Tugas

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

In Indonesia, UN Women works with the government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women's empowerment. Placing the advancement of women's rights at the centre of our work and aligning with UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025UN Women Indonesia focuses on (1) Inclusive human development through ending violence and discrimination against women and building women’s leadership to build sustainable peace (2) Advance value-added and transformative economy by supporting women’s economic empowerment   (3) Gender-responsive approach to building climate resilience and disaster risk reduction (4) Using innovation and data to leverage gender responsive governance.

Meetings and consultations with stakeholders through Focused Group Discussions (FGDs), Expert Group Meetings (EGMs) and other methods is one of the important strategies for UN Women to gain insights from various stakeholders during the planning, designing, and during implementation of projects and country programme.

To respond to the needs to organize quality consultations and meetings as stated above, the UN Women Indonesia Country Office is seeking for a qualified individual who can facilitate and write consultations/meetings reports, consolidating insights from participants of the consultations. 

Objectives of the Assignment

This assignment aims to facilitate quality meetings/consultations and meeting reports organized by UN Women Indonesia. In order to achieve the objective, the Consultant is expected to co-design the agenda and organization of the meetings/discussions, facilitate the exchanges of information in the discussions, stimulate active participation from participants, and consolidate the meeting discussion into a comprehensive report.   

Duties and Responsibilities

Under the overall guidance and supervision of the UN Women’s Programme Management Specialist and other team members of UN Women Indonesia, the Consultant will undertake the following tasks:

  • Co-design the format, agenda, and organization of the meetings/consultations based on the discussion with the UN Women team. 
  • Facilitate the meetings/consultations, ensuring active participant participation through an engaging facilitation method.
  • Develop a synthesis report,  capturing and consolidating insights and recommendations from the meetings/consultations.

  • Facilitate the expert meetings/consultation, ensuring active participation and engagement of the participants through an engaging facilitation method.

Recording of the discussion, facilitation aid/tools capturing the discussions

Final report of the meetings/consultations capturing and consolidating inputs, insights, and substantive discussions from the meetings/consultations.

  • Develop a report, consolidating key insights and recommendations derived from the expert group meeting.

Contract Period and Work Location

The period of this consultancy is expected to start from 25 March to 29 November 2024. The time required for the consultancy is estimated at a maximum of 100 working days. The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

UN Women will not be committed to purchasing any minimum quantity of the services, and purchases will be made only if there is an actual requirement upon the issuance of a Purchase Order based on this retainer contract. UN Women shall not be liable for any cost in the event that no purchases are made under this retainer contract.

The expected number of workdays for each deliverable will be discussed between the consultant and UN Women on a case-by-case basis. Payment will be made upon satisfactory completion of a deliverable or as agreed between the consultant and UN Women.

This Consultancy is home-based, but it requires the consultant to travel and attend the meetings/consultations in person.

  • UN Women will provide the Consultant with background materials, draft TOR, and any relevant documentation pertaining to the meetings/consultations.
  • The Consultant will be required to have his/her/their technical equipment and visual aids/tools to deliver the services.
  • UN Women will cover the travel costs (out of town) as per UN Women's rules and regulations.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in Gender and Development, Development Studies, Political Science, International Relations or other related disciplines.

Experience:

  • Excellent track records and experiences in designing and facilitating FGD, expert group meetings, workshops, and similar events with participants from different backgrounds and expertise. A candidate with certified training in facilitation is desirable.
  • Extensive experience writing reports from similar activities in inform development projects is mandatory.
  • Working experience in gender equality, environment, economic empowerment, and relevant fields is essential.

Language Requirements

  • Fluency in oral and written Indonesian and English is required.
  • Excellent technical and analytical writing skills (to be assessed through writing sample).
  • Strong writing and editing skills and experience in writing reports.

  • Writing sample (report, essays, articles, concept notes, policy brief)

  • Financial proposal. The financial proposal shall specify a daily rate (inclusive of any costs such as communication, administrative costs, etc).

Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the proposals, with an evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

Only the candidates who meet the minimum requirements will be longlisted, and additional documentation may be requested. Candidates with a minimum of 70% of total points will be considered technically qualified candidates and will be shortlisted for an interview.

Financial/Price Proposal Evaluation:

  • Only the financial proposal of candidates with a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allotted for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates with a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
