Background

BACKGROUND

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In 2025, the global community will mark the thirtieth anniversary of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995)[1], and 10 years of the 2030 Agenda for Sustainable Development[2] and its Sustainable Development Goals.

The Council called upon all States to undertake national-level reviews of the progress made and challenges encountered in the implementation of the Beijing Declaration and Platform for Action (BPfA). Reviews should be inclusive and mobilize all branches and levels of government, civil society organizations, the private sector, the entities of the United Nations system and regional and international organizations, academia, the media and other stakeholders. This will ensure an inclusive, participatory, transparent and thorough review process at the national and sub-national levels, based on evidence, while also producing tangible lessons and solutions, which should be followed by concrete action and collaboration towards the implementation of the Beijing Declaration and Platform for Action and the SDGs.

This anniversary should be used as the occasion to engage more with the generation of gender equality advocates and to bring those who remain on the sidelines into the centre of a whole-of-government, whole-of-society effort. By joining forces, governments together with society have the capacity to overcome and eradicate the root causes of gender inequality and chart a path forward for genuine, substantive equality, with equal rights and equal opportunities for women and girls.

This is also the opportunity to strengthen gender-responsive action and implementation of the 2030 Agenda and other global commitments, such as those under Security Council resolution 1325 (2000) and subsequent resolutions on women and peace and security; the Addis Ababa Action Agenda of the Third International Conference on Financing for Development (2015); the Paris agreement on climate change (2015), and regional commitments to promote gender equality and women’s and girls’ rights, among others.

In this context, UN Women Indonesia, in supporting the Government of Indonesia, is currently seeking a national expert to develop an initial document for the comprehensive national-level reviews of the progress made, and challenges encountered in the implementation of the Beijing Declaration and Platform for Action. Additionally, the expert will focus on the outcomes of the twenty-third special session of the General Assembly held in 2000[3].

Duties and Responsibilities

SCOPE OF WORK, SPECIFIC TASKS AND RESPONSIBILITIES

Under the overall guidance and supervision from the Programme Management Specialist/Head of Programmes and with close collaboration with the G/WPS Programme Analyst and the National Commission on Violence Against Women (Komnas Perempuan), the consultant will undertake the following tasks:

  • Develop a situational analysis, including the multi-stakeholder participation in the implementation and challenges of the Beijing Declaration and Platform for Action.
  • Conduct desk review of existing literature on the BPfA implementation, which includes the official country submission from the Government of Indonesia, media articles, surveys, reports by policy institute and research companies, data published by the Government of Indonesia, evaluations by various CSOs and advocacy groups, and past UN reports on the state of women in Indonesia, material on CEDAW and other intergovernmental processes including SDG.
  • Produce a mapping of key stakeholders (government institutions/civil society organizations/networks) who have been working on the 12 critical areas of BPfA since 2020 and related intergovernmental processes discussing the critical areas.
  • Conduct interview or consultation with relevant stakeholders (if needed) to triangulate the data on the 12 critical areas of BPfA.
  • Analyse the data and information on the implementation of the BPfA in Indonesia, present concrete, evidence-based and anecdotal assessments on the impact of actions taken and results achieved on each of the 12 critical areas, showcasing actions /non-action taken by the government, CSOs, and advocacy groups.
  • Incorporate insights, inputs and key recommendations from the Government/CSO/other stakeholder consultation meetings into the analysis.
  • Facilitate the completion of the questionnaire on the priorities, achievements, challenges and setbacks of the implementation of BPFA +30 by the focal points from the Government of Indonesia.
  • Develop an initial draft of the national-level reviews of BPFA +30 with ample focus on current and future advocacy efforts, implementation challenges and barriers that shape the future of women’s rights and equality in Indonesia and the realisation of the BPfA principles.
  • Finalized a national report structured based on the “Guidance note for comprehensive national level reviews” that is reflecting evidence-based analysis and reporting of Indonesia’s status on the implementation, impact and future plans with respect to the BPfA’s 12 critical areas of concern.

CONTRACT PERIOD AND WORK LOCATION

The period of this consultancy is from 25 March until 25 July 2024 (35 working days). This Consultancy is home based and does not require any travels.

EXPECTED DELIVERABLES

The consultant will work closely with Komnas Perempuan under the direct supervision of Programme Management Specialist, UN Women Indonesia.

Required Skills and Experience

REQUIRED SKILLS AND EXPERIENCE

Education:

  • Master’s degree in law human rights, social sciences, development studies, gender studies or similar disciplines, with at least 10 years of relevant professional experience in the areas of human rights, gender equality and development, women’s empowerment; OR
  • Bachelor’s degree in law human rights, social sciences, development studies, gender studies or similar disciplines, with at least 15 years of relevant professional experience in the areas of human rights, gender equality and development, women’s empowerment.

Experience:

  • Specific knowledge and experience related to international human rights instruments and mechanisms and in particular BPfA, as well as other commitment related to gender equality and women empowerment in Indonesia;
  • Experience in developing data collection, reports, or other communication material on issues related to human rights, women’s rights and gender equality;

Language Skills:

  • Proficiency in written and spoken English and Bahasa Indonesia, including gender and policy terminology.

Evaluation

The evaluation will be based on the combination of the weighted technical and financial scores (80 per cent technical and 20 per cent financial). The technical evaluation includes the knowledge/experience in international human rights instruments and mechanisms and in particular BPfA, as well as other commitment related to gender equality and women empowerment in Indonesia. Evaluation methods include desk review and/or interview.

PAYMENT METHODS

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed.
