Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of Gender Equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work, UN Women Indonesia focuses on (1) Ending violence against women, (2) Promoting women’s human rights, (3) Women’s economic empowerment, (4) Women contribute to and have greater influence in building sustainable peace.

As the specialized UN Agency on Gender Equality and the empowerment of women, UN Women in Indonesia is also working alongside other UN Agencies to ensure that commitments on Gender Equality and gender mainstreaming are translated into UN works and programmes to achieve Sustainable Development Goals across the country. UN Women programmes in Indonesia are guided by the Strategy Note 2021-2024, that is aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Minister of National Planning and the UN system in the country. In addition to programmatic interventions, UN Women has a triple mandate of normative support, UN coordination, and operational activities.

To comprehensively assess the ongoing developments in Gender Equality and women's empowerment in Indonesia and to ensure the availability of sufficient gender data to complement gender indices, the establishment of a Country Gender Equality Profile (CGEP) is imperative. The CGEP serves as a vital corporate tool, enhancing national-level knowledge and systems to monitor international, regional, and national commitments towards Gender Equality and Women's Empowerment (GEWE). Structured to align with UN Women's triple mandate, the CGEP is instrumental in three key areas: supporting strengthened global norms and standards, 2) promoting effective coordination, 3) coherence and commitment across the UN System towards Gender Equality. The CGEP will also support Indonesia in translating global norms and standards into national policies and actionable initiatives in line with UN Women Strategic Plan 2022-2025.

The Country Gender Equality Profile (CGEP) represents a standardized national evaluation of the Gender Equality landscape within a specific country, facilitated by UN Women. This assessment is recommended to be collaboratively undertaken with the government, operating within the framework of the UN Women Strategic Plan 2022-2025 and corresponding Strategic Note at the country level. In the case of Indonesia, the leadership role in executing the CGEP is led by UN Women.

Under the guidance and direct supervision of the UN Women Indonesia Programme Manager for Governance, Peace and Resilience, the National Consultant is expected to develop a Country Gender Equality Profile (CGEP) to inform the notable UN in Indonesia Common Country Analysis (CCA), the new United Nations Sustainable Development Cooperation Framework (UNSDCF), and UN Women Strategic Note. Duties and Responsibilities

Scope of Work, Specific Tasks, and Responsibilities

Under the overall guidance and direct supervision of the UN Women Indonesia Programme Manager for Governance, Peace, and Resilience, the consultant will undertake the following tasks:

Lead the Development of the CGEP and present the CGEP to UN Women and targeted stakeholders as part of the Development process of the CGEP.Identify relevant data and gender statistics and utilize the data for the Development of CGEP.Facilitate the discussion to gain insight from the technical advisory group.Collect/collate relevant data and gender statistics to support the analysis of CGEP.Lead the discussion/consultation with wider stakeholders in Indonesia to verify the contents of CGEP (at least two stakeholders’ meetings).Lead the revision and finalization of the CGEP.Integrate the findings, analysis, and data from CGEP to the CCA draft.Participate, as coordinated with UN Women, in the CCA Task Force meeting to provide inputs as necessary.

Contract Period and Work Location

The period of this consultancy is from 1 April – 31 December 2024, approximately 60 working days with a possibility of additional days if necessary. The consultant will be based in Jakarta, Indonesia, and/or at home, as well as at the UN Women Indonesia Office or other locations as required.

Required Skills and Experience

Master’s degree in Political or Social Gender and Development, Sociology, Statistics, or other relevant disciplines.At least 15 years of relevant experience in conducting research, study, and analysis on Gender Equality, women’s rights, and development in Indonesia.Having a very good understanding of the legal framework on Gender Equality and women’s empowerment in Indonesia, including sectoral national strategies/plans/policies related to and having an effect on on Gender Equality and women’s empowerment in Indonesia.Experience in writing gender-related reports/publications targeting policy makers to advocate for Gender Equality issues, specific experience in any the following areas: violence against women, women’s human rights, women’s economic empowerment, Gender Equality in climate change, women’s leadership and political participation will be an advantage. Experience in working with UN agencies will be an advantage.Strong writing and analytical skills.Fluency (written and spoken) in English and Bahasa Indonesia is required.

Evaluation

The evaluation will be based on the combination of the weighted technical and financial scores (80 percent technical and 20 percent financial). The technical evaluation includes the knowledge/experience in Gender Equality and women’s empowerment, experience working in international organizations/development sector. Evaluation methods include desk review and/or interview.
